Ellicott City Remembers Former Executive Dr. Edward Cochran
Ellicott City is in mourning following the death of former Howard County Executive Dr. Edward Cochran, who passed away at the age of 96 over the weekend. His life and contributions to the community are being commemorated, highlighting his extensive legacy in the fields of chemistry, education, and public service.
Born in 1929, Dr. Cochran relocated to Howard County in 1956 with his wife, Joan Cochran, after they met while attending graduate school at Notre Dame and St. Mary’s College in Indiana. He distinguished himself as a chemist at the Johns Hopkins Applied Physics Laboratory, specializing in chemical kinetics, magnetic resonance, radiation chemistry, and photochemistry. He was a prolific author, contributing significantly to the field of chemistry, as noted by Howard County officials.
A Legacy of Education and Public Service
Dr. Cochran’s influence extended beyond academia. He played a pivotal role in the establishment of Howard Community College and served as its first Chairman of the Board of Trustees in 1967. His dedication to education continued, as he returned to the board as a trustee from 1989 to 1991.
His political career began when he was elected as Howard County’s second County Executive in 1974, following two terms on the County Council starting in 1968. Dr. Cochran was known for his humanitarian contributions, earning the title of “cherished patriarch” and leaving behind a “legacy of kindness, wisdom, and unwavering dedication,” according to WMAR-2 News.
In recognition of his commitment to community welfare, Dr. Cochran received the Howard County Human Rights Award in 2004. His legacy is not only marked by his public service but also by his family life; he is survived by six children, including a current Delegate, which underscores a tradition of civic engagement within the Cochran family.
Plans for Commemoration
To honor Dr. Cochran’s life, arrangements have been made for a funeral mass on November 20, 2023, followed by a Celebration of Life event on November 21, 2023. The community’s reflections on his life emphasize the profound impact he had on both individuals and institutions throughout Howard County.
As Ellicott City remembers Dr. Cochran, residents reflect on the values he embodied through his service and contributions, ensuring that his legacy will continue to inspire future generations.
