Uber Partners with Denver Centers After Vetoed Safety Bill

Uber has announced a partnership with two domestic violence centers in the Denver metro area following the veto of a Colorado safety bill aimed at enhancing rideshare safety protocols. The bill, sponsored by State Representative Jenny Willford, aimed to introduce stricter safety requirements for rideshare companies, including more frequent background checks for drivers and improved response times to law enforcement investigations. The initiative gained significant support, driven by Willford’s own experience of being allegedly sexually assaulted by her Lyft driver in 2024.

The proposed legislation passed the Colorado Legislature with strong bipartisan backing, endorsed by a coalition of survivor advocates. Notably, ten victims of a single rideshare driver in Denver penned a letter to Governor Jared Polis, urging him to sign the bill into law. However, Uber opposed the measure, threatening to cease operations in Colorado if it was enacted. The company argued that the bill imposed undue technological and financial burdens, citing its existing safety measures as sufficient. Ultimately, Polis vetoed the legislation, prioritizing the continued operation of rideshare services in the state.

New Partnerships for Domestic Violence Support

Nine months after the veto, Uber has shifted its focus to establishing itself as a supporter of domestic violence survivors. The company is collaborating with SafeHouse Denver and PorchLight Family Justice Center, both of which provide critical support to victims of domestic abuse. Announced in October 2023, these partnerships are part of Uber’s national Hope Rides program, developed in conjunction with the Alliance for HOPE International.

Through this initiative, Uber offers free rides to clients of the two centers, helping them access essential services. Jill Petersen, board chair at SafeHouse Denver, noted that the microgrant received from Uber in September allowed the organization to enhance transportation support for survivors. “Transportation is often a form of control for abusers, and many survivors come to us without any means to get to doctor visits, court appointments, or job interviews,” Petersen explained.

SafeHouse received approximately $7,500 in Uber rides, while PorchLight reported a grant of $10,000. The organizations utilize these rides to ensure clients safely reach their destinations, with advocates booking the rides and monitoring progress through the app.

Controversies Surrounding Rideshare Safety

The partnership comes as Uber faces increasing scrutiny over its safety protocols. Recently, a federal jury found the company legally responsible for a 2023 rape case involving an Uber driver, ordering the company to pay the victim $8.5 million. This case is part of a broader wave of over 3,000 pending lawsuits alleging systemic safety failures within the company.

Leadership at both SafeHouse and PorchLight emphasized their commitment to survivor safety while acknowledging the complexities involved. “The safety of survivors is always our top priority,” Petersen asserted. Both organizations highlighted Uber’s in-app safety features, including an emergency help button and the option for female riders to request female drivers.

Brandon Bowles, communications manager for PorchLight, recognized the valid concerns surrounding rider safety but maintained that the Hope Rides program aims to improve safety for those utilizing rideshare services. “While no service can completely eliminate risk, this partnership has been intentional about making improvements for the safety of riders,” Bowles stated.

As these organizations navigate reduced federal funding, they report an increase in demand for their services. PorchLight recorded a 10 percent rise in total visits in 2025 compared to the previous year, indicating a growing need for support among domestic violence survivors.

While both SafeHouse and PorchLight have benefited from Uber’s support, questions remain regarding their awareness of the company’s actions to block the rideshare safety bill. As Uber continues to expand its outreach to vulnerable populations, it faces the challenge of reconciling its business practices with the safety concerns of its users.
