CVS Pharmacy Exits Network for Over 800,000 New Jersey Medicaid Members
Horizon NJ Health members will face significant changes as CVS Pharmacy becomes an out-of-network option effective April 30, 2024. This decision impacts over 800,000 individuals insured through Horizon NJ Health, a subsidiary of Horizon Blue Cross Blue Shield of New Jersey. Patients relying on CVS for their prescriptions will now have to pay full price, as the pharmacy is no longer a part of the network.
The shift results from ongoing contract disputes between CVS and Horizon NJ Health regarding reimbursement rates. CVS has stated that it presented a competitive proposal to Horizon, which was ultimately rejected. According to a statement from CVS Pharmacy, “Horizon rejected it and demanded rates that are unsustainable for our pharmacy business.” In contrast, a representative from Horizon indicated that CVS chose not to engage in negotiations and opted to withdraw from the Medicaid pharmacy network.
Alternatives for Horizon NJ Health Members
With CVS no longer an option, Horizon NJ Health members must transfer their prescriptions to other in-network pharmacies before the deadline. Alternatives include nationwide chains like Walgreens and various independent, locally-owned pharmacies. This transition could pose challenges for members, especially given the recent closure of Rite Aid stores, which has diminished the number of available pharmacy locations.
The change only affects members of Horizon NJ Health, which serves publicly insured children and adults under the Medicaid and NJ FamilyCare programs. Commercial plans provided by Horizon Blue Cross Blue Shield of New Jersey remain unaffected by this development. As a result, many members of Horizon NJ Health will need to adjust their pharmacy routines in the coming weeks to avoid incurring additional out-of-pocket costs.
Implications for New Jersey’s Healthcare Landscape
This withdrawal from the network highlights the ongoing tensions between healthcare providers and insurers, particularly in the context of state Medicaid programs. CVS remains committed to participating with other managed care health plans in New Jersey, including Aetna Better Health of New Jersey, Fidelis Care, UnitedHealthcare Community Plan, and Wellpoint. The decision to exit the Horizon NJ Health network could have ramifications for the accessibility of medications for those who rely on Medicaid services, as the pharmacy landscape continues to evolve.
As the April deadline approaches, members of Horizon NJ Health are urged to take proactive measures to ensure their prescription needs are met without incurring unexpected costs. With fewer pharmacy options available in South Jersey, it becomes increasingly important for patients to seek alternatives that will continue to provide them with affordable healthcare services.
