St. Joseph Council to Vote on Reinstating Free Bus Rides for MoWest

Students and faculty at Missouri Western State University could once again benefit from a free bus ride program if approved at the upcoming St. Joseph City Council meeting. The council is set to vote on reinstating a transportation initiative that allows unlimited bus rides without a fare, contingent on the presentation of a valid MoWest identification card.

The proposal, which would mark the return of the program after a suspension due to the COVID-19 pandemic, aims to revive an agreement that had been in place since 2013. The free bus rides were halted as ridership significantly declined during the pandemic, leading to a reduction in rates for St. Joseph Transit. Consequently, the previous agreement was deemed unwarranted, resulting in the program’s discontinuation.

If the City Council approves the measure, the free rides will be available to MoWest students and staff for the first time since the program’s suspension. The new agreement is initially set for one year but could be extended until 2027 based on performance metrics. Should approximately 4,800 riders register, the contract will automatically renew in 2027. If this threshold is not met, MoWest retains the option to continue the agreement during that calendar year.

In addition to the bus program, the agenda for Tuesday’s City Council meeting includes various other items. A public hearing will take place regarding the termination of the 36th & Frederick Community Improvement District. The council will also review an ordinance to authorize a contract between the city and the International Association of Firefighters, Local #77. This contract entails budget amendments totaling $200,000 for salary increases and benefits.

Furthermore, the council is expected to approve a resolution for a services agreement with Insurica/Palomar Insurance, Allied World Surplus Lines Insurance, and Mount Claims Service. This agreement will secure comprehensive liability insurance and third-party administrator services for the mass transit division at an approximate cost of $449,920.

As the City Council prepares for this critical meeting, the outcome of the vote could significantly impact the transportation options available to students and staff at Missouri Western State University, facilitating greater access to education and campus resources.
