G20 Summit in South Africa Concludes Without U.S. Delegation
The G20 summit in South Africa concluded on October 15, 2023, without attendance from a U.S. delegation, following the Trump administration’s decision to boycott the event. South African President Cyril Ramaphosa formally closed the summit in Johannesburg, marking a significant moment as the U.S. is set to assume the presidency next year.
President Ramaphosa ended the two-day gathering by striking a traditional gavel, a gesture symbolizing the transfer of leadership. This handover is usually conducted with the presence of officials from the incoming presidency, yet no U.S. representatives were present due to the boycott. The absence stemmed from President Donald Trump‘s claims regarding the treatment of the Afrikaner community in South Africa, which he described as a form of persecution.
Despite the U.S. boycott, the summit produced a leaders’ declaration on its opening day, a departure from the usual practice of releasing such statements at the conclusion of the talks. This declaration emphasized the need for global attention on issues affecting poorer nations, including climate change recovery and debt relief, and was supported by major economies including China, Russia, Germany, and Canada.
Argentina, however, expressed opposition to the declaration, influenced by its President Javier Milei, an ally of Trump, who also did not attend the summit. The declaration highlighted the priorities of the Global South, a focus that President Ramaphosa underscored during his remarks. He stated, “South Africa has used this presidency to place the priorities of Africa and the Global South firmly at the heart of the G20 agenda.”
The summit’s significance as the first G20 meeting on African soil was not lost on attendees. French President Emmanuel Macron acknowledged the milestone but emphasized the bloc’s challenges in achieving a unified stance on geopolitical crises, particularly the ongoing conflict in Ukraine. The summit’s declaration made only a general call for conflict resolution, failing to make specific references to the war that has persisted for nearly four years.
Critics have questioned the effectiveness of G20 declarations, noting that while they represent a consensus, they are not legally binding and often lack concrete proposals for action. For instance, a proposed international panel on wealth inequality, similar to the Intergovernmental Panel on Climate Change, was notably absent from the final document.
Despite these criticisms, some observers viewed the summit as a pivotal moment for the G20. Max Lawson of Oxfam remarked that it represented the first time global leaders prioritized inequality on the agenda. Additionally, Netumbo Nandi-Ndaitwah, President of Namibia, highlighted the importance of addressing development from an African perspective, especially given the participation of over 20 smaller nations invited as guests.
As the summit closed, Ramaphosa received congratulations from fellow leaders, reflecting a sense of accomplishment despite the overshadowing absence of the United States. The G20 will reconvene next year in the U.S., where Trump has indicated the summit will take place at his golf club in Doral, Florida.
While the Johannesburg summit has concluded, its implications for international cooperation and the evolving dynamics among G20 nations remain to be seen.
