Empowering Futures: How One Educator Transforms Lives in Montana
A significant milestone in education has been achieved for many individuals in Montana, thanks to the dedicated efforts of educators like Kat Mulqueen. As the Adult Education Instructor at Learning Partners, a program under Community Health Partners (CHP), Mulqueen has helped over 100 students earn their HiSET certificates, which serve as an equivalent to a high school diploma.
The HiSET, or High School Equivalency Test, requires students to pass five subtests covering Reading, Writing, Mathematics, Science, and Social Studies. The program is designed for those who did not complete their high school education but wish to pursue further educational or job opportunities. For many, like Ashley White, a 2025 graduate of the HiSET program, this is a vital step toward achieving their goals.
Personalized Education Makes a Difference
One of the unique aspects of the HiSET program at Learning Partners is the 1-on-1 tutoring approach that Mulqueen employs. According to her, this personalized method allows students to learn at their own pace, fostering a supportive environment that builds self-confidence. “It’s the reason why I’m here,” Mulqueen stated when reflecting on the impact she has on her students.
Mulqueen’s experience spans over 30 years, beginning her career at an all-male prison in Georgia, where she led the GED program. This formative experience shaped her teaching philosophy, emphasizing the importance of perseverance and personal growth. Her journey continued through various educational roles, including a stint as a math coach and a fifth-grade teacher, before joining Learning Partners five years ago.
Since then, Mulqueen has assisted 156 students in the HiSET program, with 109 achieving their certificates. Currently, 19 students are enrolled, and nine have already completed their HiSET this year. White is among those who have recently succeeded, crediting Mulqueen with providing the motivation needed to overcome challenges.
Transforming Lives Through Education
John Gregory, the Adult Education Program Director at Learning Partners, praised Mulqueen’s dedication, stating, “Over the last five years, Kat has forever changed the lives of over 100 students.” He highlighted her grace, patience, and kindness as qualities that benefit everyone who steps into their program. Her commitment to education and her students is evident in the warm relationships she builds, further contributing to their success.
Mulqueen, originally from Long Island, New York, holds a Bachelor’s degree in Physical Geography from the University of California, Berkeley, and a Master’s in Ornithology from Montana State University. Her love for hiking and the outdoors led her to Montana, where she found a home and purpose in helping others achieve their educational aspirations.
For many, including Ashley White, the journey to obtaining a high school equivalency is not just about education; it is about regaining confidence and opening doors to new opportunities. As White reflected on her experience, she expressed immense gratitude for Mulqueen’s unwavering support, stating, “I wouldn’t have even had the opportunity to write this article without her. She is one of the reasons that I was able to make this dream come true.”

As students achieve their HiSET certificates, they not only earn a credential but also gain the confidence and skills necessary to pursue their future goals.
