Fairview Commits $1B to Medical Facilities with U of M Partnership

Fairview Health Services has announced a significant investment of $1 billion in medical facilities as part of a new agreement with the University of Minnesota (U of M) and M Physicians. This deal, which is set for approval by the U of M Board of Regents on December 1, 2023, marks a crucial turning point in the previously strained relationships among the three parties, paving the way for enhanced healthcare delivery in Minnesota.

Details of the Agreement

The agreement, spanning 10 years, was facilitated by a mediation team led by retired Hennepin County District Court Judge Thomas Fraser, following a series of contentious negotiations. The need for collaboration became evident as the U of M, Fairview, and M Physicians recognized their interdependence in providing quality healthcare and supporting the University’s medical education programs.

In a statement, Minnesota Attorney General Keith Ellison highlighted the overarching goal of the agreement: “Despite differences they had, they shared the overriding goal of strengthening the health and prosperity of our entire state and its flagship university.”

Under the new terms, Fairview will continue to own the University of Minnesota Medical Center while providing $50 million annually to support the U of M Medical School. This is a reduction from the previous annual support of $100 million, which Fairview deemed unsustainable. However, the agreement allows for potential increases in funding based on Fairview’s performance, bringing the overall commitment to the Medical School to approximately $600 million before performance-based funding.

Furthermore, the agreement reaffirms M Physicians as the sole faculty practice group, enabling its members to continue their academic and clinical responsibilities within Fairview facilities. This partnership aims to enhance medical education, care delivery, and research.

Addressing Healthcare Needs Across Minnesota

In recognition of its responsibility as a land-grant institution, the U of M administration has emphasized the importance of serving all 87 counties in Minnesota. The new agreement includes plans to explore innovative programs aimed at supporting local physicians, ensuring that patients in Greater Minnesota receive timely access to diagnosis and treatment for complex medical conditions.

Fairview has already allocated $10 million towards this initiative, reflecting its commitment to improving healthcare access across the state.

The mediation process, which began in early 2025, was initiated by Attorney General Ellison after previous negotiations stalled. To facilitate the discussions, Ellison appointed Lois Quam, a former executive at UnitedHealth Group, as a strategic facilitator. Following objections from the U of M regarding a prior bilateral deal between Fairview and M Physicians, Ellison brought in Fraser and additional consultants, including former UnitedHealth Group CEO Dr. Bill McGuire, to help navigate the complexities of the negotiations.

Ellison’s office reported that the agreement was reached after seven weeks of intensive mediation, with the team meeting daily to ensure progress. University President Rebecca Cunningham described the deal as “an important milestone” that brings clarity and strengthens the long-term partnership essential for training healthcare professionals and advancing medical research in Minnesota.

James Hereford, President and CEO of Fairview Health Services, remarked on the significance of the mediation process, stating, “This mediation process created the space for all parties to focus on what matters most: continuity of care, a strong academic partnership, and a sustainable future for healthcare in our state.”

Dr. Greg Beilman, interim CEO of M Physicians, echoed this sentiment, emphasizing the deal’s potential to establish a “clear and durable foundation for M Physicians and all parties to deliver world-class care and education for our patients, learners, and community.”

The announcement comes shortly after Dr. Jakub Tolar, the dean of the University of Minnesota’s Medical School since 2017, accepted a new role as president and CEO of the Baylor College of Medicine in Houston, Texas, further highlighting the evolving landscape of leadership within the institution.
