San Anselmo Officials Evaluate Proposals for Cell Tower Replacement

Town officials in San Anselmo are reviewing multiple proposals for the replacement of a contentious cell tower located at 32 Redhill Avenue. The existing 64-foot tower, operated by AT&T, exceeds the height approved by the town nearly 25 years ago, raising concerns regarding compliance and community impact.

A recent report issued by the town indicated that the original application for the tower misrepresented its height, leading to discrepancies between the approved use permit and the actual structure. The report noted, “Many years have passed since that approval without it being questioned,” and highlighted ongoing efforts by the town to address the situation.

On September 15, 2023, the Planning Commission convened to discuss four new designs presented by representatives from AT&T. The commission’s preferred option is a 47-foot flagpole-style tower situated at the rear of the property.

Proposed Designs Under Consideration

The alternatives include a smaller-diameter faux flagpole, a “stealth” tower designed to accommodate business signage, and a 50-foot faux tree. All proposals require the demolition of the existing tower. Town planner Jackson Dobronyi mentioned that the commission requested Centerline Communications, representing AT&T, to explore the possibility of further reducing the tower’s height and considering alternative locations.

Commissioner Tim Heiman expressed the need for evidence demonstrating that the proposed height is crucial for maintaining adequate coverage. “I would also like to see some evidence given that the proposed height is necessary to maintain a certain level of coverage,” he stated during the session.

Commissioner Jennifer Asselstine suggested positioning the antenna closer to the street to minimize its impact on nearby homes. She expressed a preference for the stealth tower option, while expressing concerns that the faux tree design may not be suitable for the area. Heiman echoed her sentiments, labeling the stealth option as more appropriate.

In contrast, Commissioner Gary Smith displayed a fondness for the faux tree concept, likening it to sustainable holiday decorations, while dismissing the stealth tower as an “oversized chimney.” Planning Commission Chair Peter Strauss voiced his disapproval of the fake tree design altogether.

Community Concerns and Future Steps

In February 2020, AT&T held a community meeting to propose replacing the flagpole with a 60-foot faux eucalyptus tree. However, complications arising from the pandemic and subsequent complaints from residents reignited discussions this year. The town had previously instructed AT&T to rectify the situation in October 2022.

Aaron DeLaO, representing Centerline Communications, emphasized the importance of the tower for connectivity, stating that it serves as a vital link between two neighboring cell sites in San Rafael and along Sir Francis Drake Boulevard. “AT&T’s Red Hill installation bridges the gap between two neighboring cell sites,” he explained, adding that increasing the height of the antenna generally improves signal strength by minimizing obstructions such as trees and buildings.

DeLaO clarified that while higher antennas may reduce exposure levels for individuals on the ground, the power output remains constant.

Residents have expressed dissatisfaction with the existing installation, with some urging the commission to consider their concerns more seriously. Garril Page, a local resident, articulated frustrations over the perceived preferential treatment afforded to AT&T, stating, “This installation has enjoyed a business advantage not enjoyed by other carriers: years of unremedied, failed permitting.”
