Huawei and China Telecom Honored for Innovation in Education

Huawei and China Telecom have been awarded the prestigious GSMA GLOMO for Best Mobile Innovation for Enhancing the Lives of Children and Young People at the Mobile World Congress (MWC) 2026 in Barcelona. The recognition highlights their joint initiative, the Qingjiao Plan, aimed at improving educational access for rural students and teachers in China.

Launched in 2019 by the China Social Entrepreneur Foundation (CSEF), the Qingjiao Plan leverages China Telecom’s 5G network and Huawei’s WeLink platform. This initiative provides vital learning resources and an online community for teacher training, specifically benefiting underserved areas like Langcang County.

According to Cui Yangyang, Director of the TECH4ALL Program Office for Huawei, “Aligned with the UN Sustainable Development Goals, the Qingjiao Plan meaningfully bridges the urban-rural divide in terms of education equity.” He emphasized that the initiative equips students in remote locations with essential resources to thrive in a digital age.

To date, the project has successfully trained nearly 180,000 rural teachers across China, indirectly impacting tens of millions of students. Within Langcang County alone, the Qingjiao Plan has provided training for 600 primary and secondary school teachers, directly benefiting 5,000 students.

The GLOMO judging panel, composed of over 200 independent experts—including analysts, journalists, and CTOs—praised the Qingjiao Plan for its impressive scale and potential to benefit a vast number of young learners. They noted, “Offering multiple benefits at once, the connectivity and the teacher resources make this a well-rounded solution.”

The partnership roles in the Qingjiao Plan are clearly defined. CSEF collaborates with government support to identify outstanding teachers from across China who can share their expertise online and enhance the capabilities of rural educators. Huawei, as part of its TECH4ALL digital inclusion program, has implemented the WeLink platform, providing an interactive online teaching environment that connects students and teachers, regardless of their location.

Additionally, China Telecom plays a crucial role by providing its 5G and optical network infrastructure, which ensures nationwide connectivity for rural areas. The integration of campus 5G and Wi-Fi networks allows seamless roaming and secure management of various terminals across both mobile and fixed networks.

In addition to the Qingjiao Plan, Huawei’s TECH4ALL Skills on Wheels campaign was also shortlisted in the Marketing Excellence category for the Marketing for Good award at this year’s event.
