David Marchick Reflects on History and Leadership in Transitions
David Marchick, a distinguished alumnus of UC San Diego, has played a vital role in shaping pivotal moments in American history. As a key advisor to President Joe Biden during his transition, Marchick coordinated with White House officials and over 100 federal agencies. He later served as the chief operating officer of the U.S. Development Finance Corporation, overseeing the production of more than two billion doses of COVID-19 vaccines aimed at supporting the developing world. His experiences and passion for history inspired his book, The Peaceful Transfer of Power: An Oral History of America’s Presidential Transitions, published in fall 2022. Currently, Marchick is the dean of the Kogod School of Business at American University in Washington, D.C.
Insights on Presidential Transitions
Reflecting on his involvement with Biden’s presidential transition, Marchick emphasized the significance of the peaceful transfer of power in a democracy. “Until the year 2020, we took that for granted,” he stated. His book examines past transitions, aiming to enhance their effectiveness and efficiency for future generations.
Marchick noted that history provides crucial context for understanding contemporary conflicts. He highlighted moments when the peaceful transfer of power was threatened, such as during the elections of President Abraham Lincoln and the transition from Herbert Hoover to Franklin D. Roosevelt. He pointed out that the transition between Trump and Biden was particularly challenging, marked by simultaneous crises including the COVID-19 pandemic and significant political strife.
As documentary filmmaker Ken Burns remarked in the foreword to Marchick’s book, “History doesn’t repeat itself, but it rhymes.” This perspective underscores the importance of learning from the past to navigate present-day challenges.
Role in COVID-19 Vaccine Distribution
Being part of the COVID-19 vaccine distribution efforts was a profound experience for Marchick. He described the urgency of the situation during the pandemic when vaccine scarcity was a pressing issue, especially in developing nations. “I supported vaccine manufacturing for India and South Africa, visiting production plants alongside officials who were visibly moved by the knowledge that these vaccines would save lives,” he recalled. His contributions to vaccine distribution represent one of the most fulfilling aspects of his career.
Marchick’s commitment to public service extends beyond his professional roles. His time at UC San Diego was formative, helping to build the confidence and competence that shaped his career. In recognition of this, he and his wife have established undergraduate scholarships through the Chancellor’s Associates Scholars Program, aimed at benefiting first-generation students. They also created a fellowship in the School of Global Policy and Strategy and support faculty fellowships at the Rady School of Management.
Marchick served on the boards of the UC San Diego Foundation and Alumni and was part of the cabinet for the Campaign for UC San Diego, displaying a continued dedication to supporting the university and its students.
