Johnson City Public Works Earns 2025 Project of the Year Award
In a significant achievement for local infrastructure, the Johnson City Public Works department has been awarded the 2025 Mark Miller Project of the Year by the Tennessee Chapter of the American Public Works Association. This recognition highlights the department’s work on the West Walnut Street Corridor Redevelopment Plan, which has transformed a vital area of the city. The award was presented on September 24, 2025, during the chapter’s annual conference, celebrating the dedication of the city’s Public Works staff.
The project, which represents a $41 million investment, was designed to enhance both the functionality and aesthetics of the West Walnut Corridor. City Engineer Wallace McCulloch emphasized the department’s commitment to maintaining rigorous safety protocols throughout the construction process. He stated, “Despite challenges associated with aging infrastructure and historical complexities that created unique site factors, crews prevailed in delivering on a project that adds to the community’s quality of life.”
Revitalizing Infrastructure and Community Spaces
The revitalization of the West Walnut Corridor included significant updates to the area’s water and sewer systems, storm drains, utilities, and sidewalks. The enhancements also featured traffic-calming measures aimed at improving safety and mobility for pedestrians and cyclists. The project prioritizes a pedestrian-friendly environment, with dedicated bike lanes and raised intersections that foster community engagement and connectivity.
City Manager Cathy Ball praised the collaborative efforts of the Public Works and Water and Sewer Services departments, stating, “Through its dedication, teamwork, and engagement, the employees exemplified the values of our organization and the standards that this award honors.”
The newly redesigned corridor serves as a critical link between downtown Johnson City and East Tennessee State University, promoting both accessibility and community interaction. The transformation not only improves infrastructure but also enhances the overall quality of life for residents and visitors alike.
As Johnson City continues to invest in its infrastructure, the success of the West Walnut Street project sets a benchmark for future developments, demonstrating the city’s commitment to creating safe, vibrant spaces for all.
