Former Moorhead City Council Member Millie MacLeod Passes Away

A former member of the Moorhead City Council, Millie MacLeod, has passed away at the age of 91. She died on October 17, 2023, in Temple Terrace, Florida, according to her obituary. MacLeod served on the council for two decades, from 1977 to 1997, and was recognized as a dedicated and influential leader in her community.

Morrie Lanning, a former mayor of Moorhead who served from 1980 to 2001, described MacLeod as “a very capable and thoughtful member of the City Council.” Lanning recalled her significant contributions to city planning and economic development during her tenure.

Initially, MacLeod had no intention of running for the council. According to a August 22, 1997, article in the Forum, community members speculated about her candidacy. Despite her initial reluctance, she decided to enter the race after encouragement from her husband, Robert MacLeod. After defeating the incumbent in 1977, she represented Moorhead’s Ward 4 for five consecutive terms.

During her time on the council, MacLeod focused on various important issues, including city planning and zoning. Lanning noted her expertise in navigating complex matters, such as the annexation policies surrounding the American Crystal Sugar plant, which he described as “touchy and difficult.”

Her leadership extended beyond local governance. MacLeod was active with the League of Minnesota Cities, where she held positions as both vice president and president. She also served on the National League of Cities board from 1992 to 1994. In recognition of her public service, she received the prestigious C.C. Ludwig award from the League of Minnesota Cities in 1995, as well as the YWCA Women of the Year award in 1996.

Lanning fondly remembered MacLeod not only for her political acumen but also for her vibrant personality. “She could be serious when needed, but she also knew how to have a good time,” he said, reflecting on her ability to balance professionalism with warmth.

A memorial service for Millie MacLeod is scheduled for 1 p.m. on June 19, 2026, at Cormorant Lutheran Church in Lake Park, Minnesota. Her legacy is marked by a commitment to her community and a lasting impact on local governance.
