Utah Pharmacists Authorized to Administer COVID-19 Vaccines Without Prescription

The Utah Department of Commerce’s Division of Professional Licensing (DOPL) has confirmed that pharmacists in Utah can continue to administer COVID-19 vaccines without requiring a prescription. This announcement follows recent updates from the Advisory Committee on Immunization Practices (ACIP) on September 19, 2023, which recommended that individuals consult with healthcare providers before receiving a COVID-19 vaccination.

The ACIP’s updated guidance indicates a shift in approach for individuals aged six months to 64 years. Instead of a blanket recommendation to vaccinate, the ACIP suggests that vaccine decisions should be based on individual risk assessments. According to the guidance, the risk-benefit analysis of receiving the vaccine is most favorable for those under 65 who are at an increased risk for severe COVID-19. Conversely, the recommendation is less favorable for individuals who do not face such risks.

DOPL emphasized that Utah’s current protocols allowing pharmacists to administer the COVID-19 vaccine without a prescription remain unchanged. Despite the ACIP’s recommendations, DOPL confirmed that the authority granted to pharmacists to provide the 2025-2026 COVID-19 vaccine without a prescription is intact.

Future Prescription Requirements Under Review

While pharmacists in Utah maintain this authority, potential future requirements for COVID-19 prescriptions may depend on decisions made by the Centers for Disease Control and Prevention (CDC). DOPL noted that the CDC has yet to update its vaccine guidance to align with the ACIP’s recent recommendations.

“DOPL is currently awaiting the CDC’s response regarding whether it will adopt, modify, or reject the ACIP recommendations,” a DOPL spokesperson stated. Regardless of the CDC’s eventual decision, the DOPL advises individuals to consult their medical providers regarding personal health risks and conditions before making vaccination decisions.
