The newly appointed members—Matthew Goldwater, Samuel Brown, and Hammad Qureshi, M.D.—are set to serve until February 1, 2031. Their responsibilities will include advising the Texas Medical Board and establishing standards for the care provided by respiratory therapists.

Goldwater’s commitment extends beyond his professional life as he also coaches youth baseball with the Georgetown Youth Baseball Association, showcasing his dedication to community development.
Samuel Brown brings a diverse background to the board, combining his experience in IT and network administration from his role at Louis A. Williams & Associates with a strong foundation in education. Brown has pursued studies at East Texas Baptist University and Tarleton State University, and has a history of coaching sports as well as engaging in ministerial work. His blend of technical knowledge and leadership experience makes him a valuable asset to the board.
Dr. Hammad Qureshi joins the board with a robust medical background in Pulmonary Disease, Critical Care Medicine, and Internal Medicine. He completed his Internal Medicine Residency Program at Methodist Hospital The Woodlands. Dr. Qureshi earned his MBBS from King Edward Medical College and has advanced through various residencies and fellowships, culminating in his current position in Texas.
The appointments reflect a strategic move by Governor Abbott to ensure that the Texas Board of Respiratory Care is equipped with knowledgeable individuals who can contribute significantly to the oversight of respiratory health in Texas. The board plays a critical role in formulating rules and regulations that uphold the quality of care provided by respiratory therapists across the state.
With these new members, the board aims to address the evolving needs of respiratory care, ensuring that standards remain high and that practitioners are supported in their vital roles.
