Springfield Schools Implement Lottery for Putnam Technical Enrollment

SPRINGFIELD – The Springfield School Committee has approved a new lottery system for students wishing to enroll in the Roger L. Putnam Vocational Technical Academy and other career education programs. This decision, made during a unanimous vote on December 1, 2023, alters the previous selection policy that favored academic performance and attendance. The changes come in response to state regulations aimed at increasing accessibility for all students.

The Massachusetts Board of Elementary and Secondary Education recently ruled that vocational schools cannot use selective criteria such as grades and counselor recommendations for admissions. This move intends to address concerns that traditional admission methods disproportionately disadvantage low-income students and those with limited English proficiency. According to Robert St. Lawrence, chief information officer for the Springfield school district, the new system is designed to ensure a fair chance for every interested student.

Lottery System Details

The lottery will be specifically implemented for programs that receive more applicants than available seats, with Putnam being the most sought-after due to its reputation and comprehensive vocational offerings. Despite the lottery format, students can still enhance their chances of selection. Each Springfield eighth grader can earn up to two additional lottery tickets. One ticket is awarded for maintaining fewer than 23 unexcused absences during the previous academic year and the first quarter of the current year. Students can also submit a personal statement or a 90-minute video detailing why they should be chosen, although these entries will not be scored.

Jose Escribano, Assistant Superintendent, emphasized that these adjustments comply with the new statewide guidelines while still providing students with opportunities to distinguish themselves. The lottery system is expected to alleviate competitive pressures associated with the traditional admissions process.

Future Plans for Career Education

The Springfield School Department is also enhancing its approach to career education at the middle school level. Middle schools will introduce students to various career options through fairs and “road shows,” aimed at familiarizing eighth graders with the programs available at local high schools. Sonia Dinnall, the Superintendent, highlighted the importance of engaging families in this process. “We don’t want to leave our families out,” she stated.

A high school and middle school fair is planned for January 7, 2024, from 16:00 to 18:00 at Putnam High School. This event will allow students and their families to explore the different educational opportunities available. Additionally, the School Department is set to launch a new online application system called SchoolMint, which will streamline the application process for families interested in various schools, including middle and elementary magnet schools.

In response to the changes, Domenic J. Sarno, the committee chairman and Mayor, expressed reservations but acknowledged the necessity of adapting to state regulations. He stated, “I don’t believe the School Committee is in favor of the change the Department of Elementary and Secondary Education decided to do.” Despite this, the school district remains committed to maintaining high standards, as evidenced by Putnam’s notable graduation rates and strong performance on statewide assessments.
