Northeast Ohio School Districts Achieve Significant Report Card Gains
On September 15, 2025, the Ohio Department of Education released the latest school district report cards, revealing notable improvements among several districts in Northeast Ohio. The East Cleveland City School District, often criticized by state officials for its persistent low test scores, has achieved a significant milestone by raising its overall performance to three stars. This accomplishment reflects a broader trend of enhancement across multiple districts in the region.
Improved Ratings Across Northeast Ohio
Alongside East Cleveland, several other districts also saw their ratings rise. The following districts achieved improvements in their star ratings, which are essential for meeting state educational standards:
- Cleveland Heights-University Heights City School District: 3 stars, up from 2.5
- East Cleveland City School District: 3 stars, up from 2
- Garfield Heights City School District: 3 stars, up from 2
- Parma City School District: 4 stars, up from 3.5
- Painesville City Local Schools: 3 stars, up from 2.5
- Willoughby-Eastlake City Schools: 3.5 stars, up from 3
- Firelands Local School District: 4 stars, up from 3.5
- Windham Exempted Village Schools: 3 stars, up from 2.5
- Field Local Schools: 4 stars, up from 3.5
- Rootstown Local Schools: 4 stars, up from 3.5
- Akron City Schools: 3.5 stars, up from 2.5
The report cards are primarily based on standardized tests administered in the previous spring. Many districts attributed their improvements to various instructional strategies and support systems aimed at enhancing student performance.
Strategies Driving Improvement
The Parma City School District attributed its recent success to a focus on professional development centered on the “science of reading,” which emphasizes phonics and vocabulary. Teachers monitored student progress consistently throughout the year, allowing them to identify when additional support was necessary.
Meanwhile, the Willoughby-Eastlake City Schools reported gains in early literacy, as well as improvements in gap closing measures that assess graduation rates, absenteeism, and achievement across different income and racial groups. The Cleveland Heights-University Heights City School District highlighted advancements in student growth and gifted education programs.
Additionally, the Firelands Local School District noted successful implementation of intervention periods and curriculum alignment across various grade levels, alongside targeted coaching for teachers in both English and math.
These improvements occur within the context of ongoing recovery from learning disruptions caused by the COVID-19 pandemic. Districts across Ohio continue to adapt to new instructional models to better serve their students.
For the East Cleveland City School District, reaching a three-star rating marks a significant turnaround after two decades of low test scores and state oversight. The district has implemented over a dozen strategies to enhance student performance, including comprehensive tutoring programs that connect students’ personal interests to their classroom learning experiences.
The 2025 report cards indicate a positive trajectory for many schools in Northeast Ohio, suggesting that dedicated efforts toward improving educational outcomes are beginning to yield results.
