New York Opens Applications for Tuition-Free College Program

Kathy Hochul, the Governor of New York, announced on Thursday that applications for the state’s Excelsior Scholarship are now open, offering tuition coverage to eligible students attending State University of New York (SUNY) and City University of New York (CUNY). This initiative aims to enhance college affordability for families earning up to $125,000 annually, making higher education more accessible to New Yorkers.

The application period for the Spring 2026 semester will remain open until February 3, 2026. Eligible students must plan to enroll full-time in an undergraduate program at either SUNY or CUNY institutions. The Excelsior Scholarship is designed to bridge the financial gaps that persist after federal and state financial aid has been applied, allowing qualifying residents to attend college without incurring tuition expenses.

“This program cements our commitment to ensuring every eligible student can earn a degree without the weight of debt,” said Hochul. “When we invest in our students, we invest in the families, communities, and future of New York State.” Since its inception in 2017, the Excelsior Scholarship has transformed the educational landscape, allowing numerous students to pursue their academic goals without the burden of tuition fees.

To qualify for the Excelsior Scholarship, students must meet several criteria outlined by the state. These include having a combined federal household income of $125,000 or less, pursuing a full-time undergraduate degree, completing at least 30 credits per year in an approved program, and committing to live and work in New York State for a number of years equivalent to the duration of scholarship support.

Applications must be accompanied by the Free Application for Federal Student Aid (FAFSA) and the New York State Tuition Assistance Program (TAP) applications. The Higher Education Services Corporation (HESC), which oversees New York State’s student financial aid initiatives, plays a crucial role in this process. HESC aids nearly 300,000 students annually, distributing over $935 million in grants, scholarships, and loan forgiveness programs.

By removing financial barriers, the Excelsior Scholarship has significantly increased access to higher education for middle-class families, thus supporting the workforce and economic growth in the state. As applications open, New York continues to reinforce its dedication to making college education a viable option for all residents, ensuring that finances do not hinder academic aspirations.
