Massachusetts Passes Historic Transportation Bill for Local Infrastructure

Legislators in Massachusetts have taken a significant step to enhance local transportation infrastructure by passing a historic funding bill. The legislation, known as the **Chapter 90 Bill**, aims to provide much-needed resources to improve roads and bridges throughout the Commonwealth. This move comes at a critical time when many communities depend on reliable infrastructure for daily activities, from commuting to work to enjoying summer outings.
As the Chairman of the Transportation Committee, **State Rep. James Arciero** emphasized the importance of maintaining a robust transportation network. The recent increase in appropriations to the **Commonwealth Transportation Fund** has risen to **$550 million**, expanding its borrowing capacity to **$3.47 billion** over the coming years. This financial boost was made possible by the approval of the **Fair Share Amendment**, commonly referred to as the “millionaire’s tax.” Voters’ support for this measure has allowed the state to unlock **$2 billion** in additional funding dedicated to transportation improvements across Massachusetts.
The new legislation proposes **$1.2 billion** in bonding for the Chapter 90 program and other key transportation initiatives. This funding increase is vital for cities and towns, particularly in light of uncertainties surrounding federal funding. Specifically, bill **H.4307** authorizes **$300 million** for the Chapter 90 program in the upcoming year. This figure represents a **50 percent increase** from previous funding levels. Of this allocation, **$200 million** will be distributed according to a standard formula based on road mileage, population, and employment, while an additional **$100 million** will be allocated solely based on road mileage to support rural communities.
Investments in Long-term Goals
Beyond the Chapter 90 program, the bill also directs **$885 million** towards three essential programs aimed at achieving Massachusetts’ long-term transportation goals.
First, **$500 million** will be invested in the **Lifecycle Asset Management Program**, focusing on the repair of non-federally aided roads, as well as the maintenance of pavements and bridges in poor condition. Another **$200 million** is earmarked for repairing and replacing local culverts and small bridges under **20 feet** in length that require urgent attention. These structures are essential for ensuring that neighborhoods remain accessible, particularly during severe weather events.
The bill also allocates **$185 million** towards capital projects that aim to alleviate congestion and enhance everyday travel experiences. Projects funded under this initiative will include shared-use paths, intersection upgrades, sidewalks, and improvements to railroad crossings.

Arciero described the legislation as **fiscally responsible** and forward-looking, rooted in the values of equity and local empowerment. It builds on the Legislature’s ongoing commitment to enhancing transportation capacity while equipping cities and towns with the necessary tools to repair, maintain, and modernize the infrastructure vital to their communities.
With the passage of this legislation, Massachusetts is taking a crucial step towards ensuring safer, more reliable transportation networks for its residents. As Arciero noted, every citizen deserves the assurance that their roads and bridges are secure. The funding secured through this bill promises to create a better-connected, better-protected, and more resilient future for communities across the Commonwealth.
