SPCA Acquires Dundee Gardens Property to Expand Shelter Services

The Luzerne County chapter of the Society for the Prevention of Cruelty to Animals (SPCA) has officially acquired the former Dundee Gardens property along the Sans Souci Parkway. This development, announced by Executive Director Todd Hevner on August 4, 2025, aims to enhance the organization’s shelter facilities to better serve the community’s needs.

Dundee Gardens, a well-known garden and home décor business, operated at its location for over 70 years before closing its doors in August 2025. The SPCA’s purchase of this expansive property represents a significant step forward, addressing the challenges it currently faces at its existing facility on East Main Street in Plains Township, including aging infrastructure and overcrowding.

According to Hevner, the new site will allow the SPCA to design a shelter that is not only more efficient but also has the capacity to care for a larger number of animals in need. “Our plan involves designing a shelter that operates more effectively and efficiently, with increased capacity to care for animals in need and to provide stimulation for those awaiting permanent homes,” he stated.

The acquisition aims to foster community engagement by creating a space where individuals can interact with animals, volunteer, and support the SPCA’s mission. Hevner’s announcement emphasized the importance of community involvement. “A key aspect of this initiative is to engage the community by creating a space where individuals can interact with the animals we serve,” he noted.

Despite the excitement surrounding the new facility, Hevner did not disclose plans for the existing SPCA location near the Mohegan Pennsylvania Casino. The new property, located at the intersection of the Sans Souci Parkway and a Route 29 off-ramp, was previously considered for a convenience store and gas station. A developer had submitted a traffic study to the Pennsylvania Department of Transportation, but the proposal ultimately did not come to fruition.

To realize their vision for the new shelter, SPCA officials have appealed to the community for financial support. Hevner expressed gratitude to potential donors, stating, “We invite you to participate in this significant undertaking and assist us in transforming our vision into reality. Every contribution from our donors will play a crucial role in establishing a pathway from homelessness to companionship for animals in need.”

As the SPCA prepares for this transformative project, the organization’s leadership is focused on ensuring that the new facility meets the evolving needs of the community it serves. With the acquisition of the former Dundee Gardens property, the SPCA is poised to make a lasting impact on animal welfare in Luzerne County.
