Delaware Allocates $7.2 Million in Grants to Enhance Early Literacy

The Delaware Department of Education has announced the availability of $7.2 million in grants aimed at improving early literacy across the state. This initiative, unveiled by Secretary of Education Cindy Marten on September 29, 2023, seeks to ensure that all students are reading at grade level by the end of third grade, a crucial milestone linked to lifelong academic success.
These grants are part of Governor Matt Meyer’s broader strategy to address what he has termed a “literacy emergency” in Delaware. In March 2023, Meyer highlighted an $8 million investment for direct literacy support, particularly targeting schools with low reading proficiency. The new funding aims to facilitate the adoption of high-quality instructional materials, promote professional development for educators, and implement innovative staffing models to boost student engagement.
Public districts and charter schools are invited to apply for the “Bridge to Practice” grants by October 13, 2023. An informational session is scheduled for October 7 to discuss application processes and project priorities. The Delaware Department of Education emphasized that funded projects will focus on several key areas, including:
– **Comprehensive Training**: Ensuring all Pre-K to Grade 3 teachers complete LETRS or AIM Pathways to Proficient Reading training by the start of the 2027–2028 school year.
– **Professional Learning**: Expanding training aligned with early literacy instructional materials.
– **Leadership Development**: Participation in the Early Literacy Leadership Academy for key literacy leaders.
– **Innovative Staffing**: Exploring new staffing models to enhance collaboration among educators.
– **Student-Centered Coaching**: Providing personalized support for teachers.
– **Progress Monitoring**: Utilizing Delaware’s Implementation Dashboard to evaluate the effective use of instructional materials.
Priority will be given to schools identified for improvement plans and those using instructional materials that align with the Science of Reading.
Delaware State University Launches Online Consortium
In another significant development, Delaware State University (DSU) has received a $2 million grant from the Thurgood Marshall College Fund. This funding is part of a larger $16 million initiative aimed at supporting historically Black colleges and universities (HBCUs) across the United States. Announced on the same day as the literacy grants, the funding will help launch “eHBCU,” a first-of-its-kind consortium of HBCUs providing online education.
With DSU as the headquarters, the consortium will include institutions such as Alabama State University and the Southern University System. The goal is to expand access to higher education and deliver a rigorous academic experience rooted in the traditions of HBCUs to students nationwide.
Support for Athletic Facilities at Saint Mark’s High School
Saint Mark’s High School has secured a $1.25 million donation from the Rocco A. and Mary Abessinio Foundation. The funding aims to enhance the school’s athletic facilities and resources. Announced on September 30, 2023, the grant will contribute to the school’s “Building Champions Campaign,” which focuses on upgrading athletic spaces and training resources.
The improvements will include a new training gym, a renovated wrestling room, and a dedicated space for cheerleading activities. School President Patrick Tiernan expressed optimism about the potential impact of these enhancements, stating, “This gift represents a commitment to build future champions and will leave a lasting impact for generations.”
In related news, Saint Edmond’s Academy has commenced the school year with substantial renovations, marking the first major updates since the 1960s. The K-8 all-boys Catholic school has upgraded classrooms and added a state-of-the-art wrestling facility, all aimed at fostering a conducive learning environment focused on faith, character, and leadership.
As Delaware continues to invest in education, these initiatives reflect a concerted effort to enhance literacy, broaden access to higher education, and improve athletic and academic facilities for students across the state.
