Man Detained by Apparent ICE Agents Outside LA Courthouse

A man was forcibly detained by individuals claiming to be from Immigration and Customs Enforcement (ICE) outside the Clara Shortridge Foltz Criminal Justice Center in Los Angeles on Wednesday, prompting widespread condemnation. Video footage shows the man, identified as Steven Reyes, being carried away with his hands bound behind his back as he yelled for help. The incident has raised significant concerns regarding the impact of such operations on the judicial system and immigrant communities.
According to video obtained by the Los Angeles Times, the apparent ICE agents, dressed in plainclothes and some wearing masks, pushed Reyes into an unmarked vehicle while he pleaded for assistance. Witnesses captured the moment when Reyes called out, “Can you help me, please?” The footage has ignited outrage among legal representatives and local officials, who contend that such actions deter individuals from participating in the legal process.
Sergio C. Tapia II, the presiding judge of the Los Angeles County Superior Court, issued a statement criticizing the incident. He expressed deep concern for the implications of such enforcement activities on public trust in the judicial system. “These intimidating and unnecessary displays undermine public trust in the justice system,” he stated. “They send a dangerous message to immigrant communities that they are not safe to fully and freely participate in the legal process.”
Court records indicate that Reyes was appearing for a state felony charge related to the possession of illegal drugs with intent to sell. He had pleaded not guilty to this charge on July 31 and was released on his own recognizance. While the Los Angeles County Alternate Public Defender’s Office has confirmed representation for Reyes, spokesperson Jenny Cheng did not confirm if he was indeed the individual shown in the video.
Cheng expressed alarm at the methods used by the agents, stating, “These alleged ICE agents, without a warrant or any explanation, clearly deprived our client of his liberty without due process.” She described the scene as shocking, highlighting the violent nature of the detention and its potential to undermine the integrity of the court system.
The incident occurred during a time when ICE has reportedly intensified its presence at courthouses across the United States, following the rescission of previous guidelines that limited such enforcement. Under the Trump administration, officials argued that these restrictions hindered the ability of immigration enforcement to apprehend individuals deemed dangerous. Tricia McLaughlin, a spokesperson for the Department of Homeland Security, defended the renewed approach, emphasizing that arrests in courthouses are a practical measure to conserve resources.
Immigrant rights advocates have raised alarm over the increasing frequency of courthouse arrests, asserting that such actions reflect a broader trend of enforcement extending into spaces traditionally considered safe for individuals navigating the legal system. The Los Angeles County District Attorney’s Office, which is prosecuting Reyes, stated that it had no prior knowledge of the detention and did not participate in the incident. In a statement, the office emphasized that detaining a defendant before the conclusion of judicial proceedings interferes with the pursuit of justice.
As the public continues to grapple with the implications of this incident, questions remain regarding Reyes’ current status and the policies guiding ICE’s operations. CNN has reached out for further clarification but has yet to receive a response from ICE or the Department of Homeland Security. The ongoing discourse surrounding immigration enforcement at courthouses highlights the tension between legal processes and federal immigration policies that have increasingly blurred the lines of jurisdiction and safety for vulnerable communities.
