Advocates Rally at Oklahoma Capitol for Mental Health Funding Boost

Mental health advocates gathered at the Oklahoma Capitol on March 5, 2024, urging lawmakers to increase funding for essential mental health services. Approximately 30 individuals, including service providers and clients, expressed their concerns regarding recent budget cuts that have adversely affected organizations like Thunderbird Clubhouse and OCARTA.
Attendees articulated how these funding reductions limit access to vital mental health resources. Antonio Garringer, a member of Thunderbird Clubhouse, shared his personal journey, highlighting how the nonprofit has transformed his life. He described facing social isolation due to his cerebral palsy, anxiety, and depression, stating, “Even though I’ve only been a member for a very short time, I already feel a deep connection to many of the people there, and it has expanded my life so much.” Garringer called on legislators to reconsider the funding cuts, emphasizing their detrimental impact on individuals in need of support.
Impact of Budget Cuts on Mental Health Services
The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) has implemented significant budget cuts that took effect at the beginning of March 2024. Linn Blohm, executive director of Thunderbird Clubhouse, expressed her dismay at the agency’s decision, which she believes does not align with the community’s stated values of support and dignity. “So many of us say we value community and family, but then we don’t provide the tools for people to live lives with dignity,” Blohm remarked.
OCARTA, a social services nonprofit that aids individuals in recovery, also voiced concerns over its budget reductions. Executive Director Brani Vore stated, “Our doors are closing because we’re considered ‘nonessential’ or ‘redundant.’” Vore pointed out that the consequences of underfunding extend beyond immediate service loss. She warned that every dollar not invested in community support ultimately incurs costs elsewhere, such as in hospitals and jails.
ODMHSAS has attributed the funding cuts to a need for financial correction following years of mismanagement. Interim Commissioner Slavonic acknowledged the difficult choices made, stating, “These were very difficult decisions, but we cannot spend more than we have.” He emphasized that the agency’s focus is on sustaining essential services that align with its core mission.
Community Voices Call for Action
Community members, many of whom had personal experiences with mental health challenges, took the opportunity to share their stories and advocate for increased funding. Ashley Gay, a program manager at Heather’s Hope Housing, highlighted the importance of accessible transitional housing for women. She urged lawmakers to invest in programs that facilitate healing and prevent the cycle of addiction, homelessness, and suicide. “These are preventable outcomes, but only if we invest in prevention,” Gay stated firmly.
Senate Minority Leader Julia Kirt, who hosted the event, expressed gratitude for the turnout and the willingness of constituents to share their experiences directly. “I think people are clear that their programming, the things that keep them going and the things that they do to serve the community is not seen and understood for its value,” Kirt noted after the public comments concluded. She reiterated her concern that the cuts could jeopardize essential services, including those mandated by existing contracts.
As the Oklahoma legislature prepares for its next session, advocates continue to press for a reconsideration of budget priorities. The ongoing dialogue between service providers, clients, and lawmakers is crucial to ensuring that mental health services remain accessible and effective for all Oklahomans.
