Moorhead Public Schools Faces Financial Crisis, Seeks Voter Support
Moorhead Area Public Schools is facing a significant financial challenge that has led the district to seek voter approval for two crucial funding measures on November 4, 2024. The district’s leadership, under Superintendent Brandon Lunak, has outlined the pressing need for increased funding to maintain educational quality and ensure student success.
The financial crisis stems from a long-term decline in state funding, which has not kept pace with inflation for over two decades. Since 2005, state funding has effectively decreased by 19%. Local funding has also fallen short, with the current operating levy standing at just $224 per student compared to a statewide average of around $1,200. To complicate matters, Moorhead lacks a capital projects levy, which further strains the budget.
In response to these financial challenges, the district has already implemented cuts, including a reduction of $4 million to the budget following a failed referendum last year. Without new funding, an additional $5 million in cuts is anticipated, which could result in larger class sizes, fewer staff members, and diminished programs and opportunities for students.
Funding Measures Proposed
To address these urgent needs, Moorhead Area Public Schools is proposing a two-question referendum. The first question seeks approval for an operating levy of $575 per student, which would generate approximately $4.37 million annually based on current enrollment figures. This funding would support essential school expenses, including staff salaries, classroom supplies, utilities, and routine maintenance.
The second question proposes a capital projects levy aimed at raising $1.5 million each year to cover technology, transportation, and capital needs. By easing the pressure on the operating budget, this levy would allow more funds to be directed toward direct student support.
Combined, these measures would provide a total of $5.87 million annually, which is critical for stabilizing the district’s budget and preserving educational opportunities.
Community Engagement and Voting Information
In light of previous feedback from residents, the proposed referendum reflects a comprehensive and targeted approach to the district’s needs. After listening to community concerns about funding transparency and the necessity for a balanced plan, the district aims to ensure that voters are informed about how their contributions would be utilized.
Early voting begins on September 19, 2024, with district residents able to cast their votes in person at the District Office on weekdays from 07:30 to 16:00. Absentee ballots can also be requested for those unable to vote in person. For further details, residents can visit Vote152.org/voting.
