Man Detained by Alleged ICE Agents Outside LA Courthouse

A man was forcefully detained by individuals claiming to be from Immigration and Customs Enforcement (ICE) outside the Clara Shortridge Foltz Criminal Justice Center in Los Angeles on March 13, 2024. Video footage shows the man, identified as Steven Reyes, being carried towards an unmarked vehicle, while he pleaded for help. This incident has drawn significant criticism from legal advocates and the presiding judge of the Los Angeles County Superior Court.
In the disturbing video, Reyes can be seen with his hands bound, struggling and calling out, “Can you help me, please?” as he is pushed into the backseat of the car. The individuals detaining him were dressed in plain clothes, with some wearing masks, making it difficult to identify them. The exact circumstances of his detention and his current location remain unclear, as neither ICE nor the Department of Homeland Security has responded to inquiries regarding the incident.
The operation has raised alarms about the impact on the judicial process. Presiding Judge Sergio C. Tapia II issued a statement highlighting the negative implications of such actions on public trust in the court system. “These intimidating and unnecessary displays undermine public trust in the justice system, deter people from seeking justice, and send a dangerous message to immigrant communities that they are not safe to fully and freely participate in the legal process,” he stated.
Reyes was reportedly appearing in court on a state felony charge related to illegal drugs, having pleaded not guilty on July 31, 2023. He was released on his own recognizance prior to the incident. Jenny Cheng, a spokesperson for the Los Angeles County Alternate Public Defender’s Office, condemned the actions of the alleged ICE agents, stating that they acted without a warrant and deprived Reyes of his liberty without due process. Cheng expressed shock at the violent nature of the detention, emphasizing that such actions threaten the integrity of the court system.
The incident has sparked a broader conversation about ICE’s increasing presence at courthouses. Under the Trump administration, previous guidelines that restricted immigration enforcement in these locations were rescinded, leading to a rise in courthouse arrests across the country. Officials have argued that these operations are necessary for public safety, claiming that detaining individuals in courthouses conserves resources and ensures the safety of law enforcement officers.
Despite these claims, immigrant rights advocates have criticized the practice, asserting that it expands enforcement into spaces once considered safe for individuals seeking legal recourse. The Los Angeles County District Attorney’s Office, which is prosecuting Reyes, stated that it was unaware of the detention and had no involvement in the incident. “Detaining a defendant before the judicial process has concluded interferes with our ability to prosecute cases and is not to the advantage of the pursuit of justice,” the office remarked in a statement.
The events at the courthouse on March 13 serve as a stark reminder of the ongoing tensions surrounding immigration enforcement in the United States and its implications for the judicial system. As the situation unfolds, it raises crucial questions about the balance between law enforcement and the rights of individuals within the legal process.
