DeKalb County’s CEO Implements Executive Order for Workforce Evolution
In a significant step towards revitalizing its workforce, DeKalb County CEO Lorraine Cochran-Johnson has signed Executive Order No. 2025-8. This order outlines a new operational framework as the county transitions into a post-pandemic environment, marking the end of the COVID-19 state of emergency. The executive order aligns with the broader initiatives set forth by the State of Georgia, reflecting lessons learned during the pandemic.
New Work Structure Introduced
Beginning on January 5, 2026, all offices under the CEO’s jurisdiction will fully staff during standard business hours. This change aims to ensure that residents continue to receive essential in-person services. Cochran-Johnson emphasized the importance of face-to-face interactions, stating, “In-person service matters. Having staff present in our offices strengthens accountability, collaboration, and efficiency across County government and improves the experience for the people we serve.”
The Executive Order also recognizes the need for flexibility in the workplace. It allows for hybrid work schedules for eligible employees, typically consisting of three days in the office and two days working remotely, subject to supervisor approval. While not all roles will accommodate remote work, the county plans to evaluate these arrangements based on operational needs and service quality. “Flexibility can benefit employees and the organization, but it must be balanced with our responsibility to be present, responsive, and effective,” Cochran-Johnson noted.
Health Protocols and Employee Agreements
In addition to establishing new work routines, the order introduces health safety measures, including optional mask-wearing, unless new health emergencies arise. It also stipulates clear remote work expectations and prohibits unfair practices in deciding who may work remotely. To ensure clarity and commitment, all hybrid work agreements will require signatures from participating employees.
“Our goal is simple,” Cochran-Johnson expressed in the announcement. “We aim to position the County government as an exemplar of proactive and excellent service to the community.”
This executive order is a testament to DeKalb County’s commitment to adapting its operations while prioritizing the well-being of both employees and residents. With the immediate enactment of Executive Order No. 2025-8, DeKalb County sets a forward-looking agenda that embraces new work paradigms while remaining dedicated to public service.
